DC 141:6a Let the Seventies under appointment as far as practicable relieve my servants of the Quorum of Twelve from labor in outlying or undeveloped
areas, and let the Twelve seek to perfect the work in regions closer to the Center, opening up the work in new places.
DC 143:3b The field of opportunity in new places is great in all
areas, and there are many who earnestly desire to do missionary work who are called to be Seventies, and when they are ordained to that office the church should devise ways and means, as far as practicable, for them to be given missionary assignment.
