DC 17:26 All members removing from the church where they reside, if going to a church where they are not known, may take a letter
certifying that they are regular members and in good standing, which certificate may be signed by any elder or priest, if the member receiving the letter is personally acquainted with the elder or priest, or it may be signed by the teachers or deacons of the church.
DC 110:3b To obviate this difficulty, there can be a recorder appointed in each ward of the city, who is well qualified for taking accurate minutes; and let him be very particular and precise in taking the whole proceedings,
certifying in his record that he saw with his eyes and heard with his ears, giving the date and names, etc., and the history of the whole transaction;
DC 110:4a Then let there be a general recorder, to whom these other records can be handed, being attended with certificates over their own signatures,
certifying that the record which they have made is true.
